You want to know about the specific person who applied. You are not interested in a person with a similar name or social security number. If there are incomplete entries or misleading entries on the application, you have a very good chance of getting information on a different person.
 
But wait, it can be worse. The non-applicant probably won’t be happy you ran their information and the applicant will certainly be upset if you reject the applicant based on another person’s information.
