Chances are very good that you or someone you love has contributed to the underground or black market economy. Chances are even greater that you or a loved one made that purchase without any sales tax associated with it. Our President in his book, “Dreams of my Father,” admits to his years of ‘contributions’ to the untaxed underground economy and fortunate for him - avoidance of arrest and incarceration. His brother in Africa was not as fortunate and was busted for possession and distribution.
Even a seemingly small tax free purchase of a pirated movie, music DVD, marijuana or other illicit drug could help fuel the next ‘taking’ of a child or young adult US citizen for the underground’s growing sex or work slave empire. Domestic abuse is often associated with chronic purchases of black market ‘products’ or ‘services’ but rarely connected by the naïve or “look the other way” courts, media, medical, enforcement or religious professionals and public. Most of today’s head line grabbing ‘news’ is well represented by the black market fueling domestic and societal abuse.
I have long advocated that we need tax control and alternatives to the black market dynasties. We also need alternatives to the monster political and legal system feeding on expensive mind-boggling prosecutorial and court abuse and the unending incarceration and probation saga draining our economy and family health and stability. All our ‘modern’ systems as concluded in, “Analyzing Monsters” need rehab leading to sober and smart systems.
I appreciate the past and present recognition and growing support of many of my whole family based rehab systems, books, films, wall charts and other products. We need to continue to end domestic and citizen abuse with smart programs, intervention and treatment models. We also need to replace our current “sick” model of medicine with a smart model.
I also appreciate the focus on my most recent rehab innovation ‘ideas’. However, I believe my latest rehab innovation Online Rehab Clinic (ORC) and what I have begun referring to as Dr. Dan’s Law are now ready for your review and comment.
In this article I will focus on the, “Dr. Dan Law” using a tax based intervention to destroy the profitability of the underground market and retire our State and National budget deficits as well. We need to identify and support all victims of violence, domestic abuse, human trafficking and black market success not. Dr. Dan’s Law like ORC is seeking an end to family dysfunction, black market enabling and domestic abuse. When exactly does a child victim of domestic and black market abuse become the monster that continues that abuse pattern later in life?
I will present the guts of the law’s brief summary – warning - guts are not pretty but are very critical to healthy functioning. Please do not worry - the controversial devil’s advocate aspects left in this law will never be adopted and therefore the black market will never really end. In any event the true cure as introduced more formally to legislators of this law is briefly presented below:
DR. DAN’S LAW
Underground related priors to be admitted and taxed in criminal cases – HBXXXX – Any reasonable person can understand that the purchase of underground services or products feeds the growing crime, gang and underground monster economy tax free. Any reasonable person can connect that this untaxed underground or black market economy fuels human trafficking (Both sex and slavery), drug trafficking, movie and music pirating etc. An effective but only partial solution is to tax this monster economy and collect revenues to support its draining costs and the legal markets that compete with and destroy our legal markets and economies. The law would standardize how criminal activity is dealt with other than by employing costly ineffective and even harmful prosecution and incarceration.
Purchase of services and products from the underground can be estimated using a simple chronicity scale rating of 1 (low use) to 10 (maximum use) culpability. It may be applied at the time of an arrest, volunteered by reliable family or community hearsay as well as part of one’s annual individual or business tax filings.
According to this law any citizen arrested for any activity reasonably related to Underground or Black Market Activity (UBMA) should be assessed a proper tax going back up to five years based on hearsay or measurable use and abuse. Each citizen would also be required to report on Individual or corporate tax returns the correct amount of UBMA activity and tax assignment. Citizens found to avoid reporting or lying on returns as to amounts or where purchased will be assessed a proper estimated tax and usual and customary legal consequences. A special task force composed of counseling, spiritual and legal professionals and volunteer network would be highly accessible to work with family and friends concerned about the UMBA activities of a loved one. Intervention, counseling, treatment and rehab will be offered to whole families not just an identified patient or offender.
Therefore a chronic drug abuser or human trafficker for example would receive an estimated use tax and be required to list the source of purchases to authorities as well as pay the appropriate tax hopefully as an alternative or lessening of potential jail or prison time. Our law enforcers will be trained and attempt to help whole families.
This law secondarily attempts to retire our state and 16 plus trillion-dollar Federal deficit. This law would mitigate the unconscionable removal of ones freedoms and responsibilities and assign a proper collection of taxes due. The USA has less than 5% of the world’s population but incarcerates over 25% of the world’s jail and prison population (See “Analyzing Monsters”). Most of these ‘criminals’ are manufactured from innocent citizens, former victims of domestic abuse and violence, medical and mentally ill, non-violent alcohol, drug, food, thought and behavioral addictions, adult fetal alcohol/chemical syndrome (AFACS) and spectrums of autism, aggressive turrets and Aspergers syndrome. Minority and disadvantaged generations and populations heavily represent incarcerated families.
It is the intent of this law to not only tax the UBMA but also where appropriate and reasonable consider the allowance or decriminalization of popular “Sin behaviors and taboos” in place of or possibly lessen non-violent incarcerations. Alcohol (Ethanol), Illicit Drugs, Prescription Drug Abuse, Gambling and Tobacco (Cigarettes, Cigars and Chew - Nicotine) and even limited prostitution have been decriminalized or legalized and properly regulated and taxed throughout the USA. In addition to the tax relief, the safety advantages to our law, fire and homeland security heroes and personnel are immeasurable. Court costs; corrections and probation personnel and eservices would become more sane and manageable as well.
It is also suggested that research may support that the decriminalization or legalization may decrease the poor to lethal products and services enticing even the most noble and normally law abiding citizens amongst us.
Further, the thrill and excitement of breaking parental bonds, the “law” or ‘fighting the establishment’ will subside with legalization or decriminalization. Our first priority is to decriminalize products and services over legalization. In fact all the current legal vices or legally taxed ‘sins’ like alcohol, prescription drug abuse, gambling, nicotine and prostitution should be added to the decriminalized products and services over the current misleading “legalization.” Humorous Adverse marketing of said products and services would be critical to the success of this law as well. It may reduce overall use as well.
Finally, our law enforcement, courts, medical, family and business systems may someday be made safer as well if this law is passed, enforced and well executed.
