UKBA employee entered prison claiming to represent 'South Wales Police'

According to Tino Giglio-Vigna, a solicitor working with The Treasury Solicitor's Department, representing the Ministry of Justice in a long-running civil claim (1PD 00179 - Cardiff County Court) against the agency, 'his client' is simply unable to locate an important document that would prove Officer Steve Evans entered HMP Stafford under false pretences.

The document is a 'sign-in' sheet that was signed by Evans.

Giglio wrote: "HMP Stafford was of the opinion that the document would most probably have been a local pro forma which it had produced. With this in mind 2 members of staff at HMP Cardiff searched the Core Record and they could not find the document."

Just why HMP Cardiff prison staff would be searching for a document 'local to HMP Stafford' is anyone's guess, but what we do know is that Evans entered HMP Stafford on 14 December 2010 and that the guard on the gate recorded that Evans was there on behalf of the "police".

We also know that Evans claimed to be an "independent investigator" following-up an Independent Police Complaints Commission (IPCC) complaint that had been made against Officer Steve Jones, who as it turns out worked under Evans within the UK Border Agency (UKBA) based in Cardiff Wales.

According to Thomas Bryn, a solicitor with Gwent Police Headquarters, who was representing South Wales Police (also named in the civil claim), neither Jones nor Evans were working for South Wales Police at the time. Both men work for UKBA. South Wales Police is currently represented by Eirwen Owen.

Greg Smith, one of the claimants in the case against the Ministry of Justice, South Wales Police and the Home Office/UKBA said: "Evidence of a crime exists and yet despite having been cautioned to preserve the document when proceedings were initiated, the Ministry of Justice, conveniently, is now unable to locate the document, when requested to produce it... you do the math."

Claimants have applied for an Order compelling the Ministry of Justice to produce the document or face sanctions.
