Credit growth in Venezuela is rampant, up 55.5% y-o-y in March 2012, and likely to get faster ahead of the October 2012 presidential election. Yet since this growth is built on very weak foundations, such that our outlook for the sector remains a bleak one, with the state-run banks most exposed to a collapse in credit quality and a selloff in government bond yields.
Public And Private Sectors Diverging In our last commercial banking sector update (see 'Strong Growth Belies The Risks', January 26) we contrasted financial statements of state-run and privately owned banks to demonstrate how government pressure was increasing systemic risks in the sector, and since then these risks have increased.
Three main indicators highlight the ongoing divergence between public and private banks in the country. ???? Credit Growth - According to data from the country's banking supervisory body, credit growth among state banks was 83% y-o-y in March 2012, much higher than the 49% recorded among private banks. It is no coincidence that bank lending has been much stronger among state-run banks than their privately-owned counterparts, as the government is seeking to keep consumption elevated ahead of the election. ???? Non-Performing Loans - Although non performing loan (NPL) rates have been falling, from 5.3% at the start of 2011 to 2.6% by March 2012, implying an improvement in credit quality across the sector, there is a significant divergence between state and privately-run institutions.
