In January 2010, price controls were imposed on drugs that were included on the Vital and Essential Drugs List (VEDL) with manufacturers having to register their prices with the government and a reference pricing system used to determine the price. Also, wholesaler and pharmacy mark-ups are regulated with regional maximum mark-up ceilings.

Under current proposals for the reimbursement system expansion, some sectors of the population will benefit from full reimbursement, while others will have the cost of their drugs partially reimbursed. Providing sufficient funding is allocated, the expansion could drive future market growth, although it may bring with it greater price controls.
