Chief Executive of Oakajee Port and Rail (OPR) John Langoulant came from an economics background working in Treasury in Canberra and Western Australia, serving as that state’s under treasurer for almost a decade. He also headed the Chamber of Commerce and Industry in Western Australia before entering the private sector. “After four years with the Chamber of Commerce, I had another knock on the door when Australian Capital Equity was looking for a chief executive,” John explains. “I worked there for a couple years, and took on the role with OPR at the beginning of 2010.

“I’ve been a chief executive now for the best part of 20 years, and this latest activity with OPR has been one of the more challenging head roles. I’ve picked up a few board positions along the way as well. I chair a government superannuation board and the Dampier-to-Bunbury Natural Gas Pipeline board, along with a couple of not-for-profit organisations, such as the Telethon Institute for Child Health Research.”

John’s experience in government, combined with his various chair positions, made him an ideal choice to lead Oakajee. “The project has got a government equity associated with it,” John highlights, “at both state and federal levels. They are about $340 million each, so $680 million in a project of $6 billion. Our rights to build the port and railway, which make up OPR, also come from a government tender process. In that process, a range of conditions and requirements have to be delivered. We work closely with the government in meeting those various requirements.

“We’re in frequent contact with government people, which is one of the reasons I was asked to be chief executive of this company – because of that engagement and association with government people and bureaucracies. A number of the NFP groups I chair such as Child Health Research and Leadership WA also have engagement with government.”
